Chișinău is transforming, and its development must be planned in a balanced way. The Chișinău 2040 General Urban Plan (PUG) is the strategic document that will guide the city in the coming decades.

The Master Plan sets out directions for housing, mobility, infrastructure, green spaces, heritage, the economy, and public services. The plan is based on studies, analyses, and dialogue with the community, and residents’ suggestions are an important part of the process.

Why a New General Urban Plan Is Needed

Chișinău is a city in constant change. Since the current General Urban Plan was approved in 2007, the city has developed significantly: new neighborhoods and residential areas have emerged, traffic has become heavier, and residents’ needs have diversified. At the same time, new challenges and opportunities have emerged related to mobility, green spaces, environmental protection, urban heritage, and the city’s digital transformation. The Chișinău 2040 General Urban Plan is necessary to address these changes and to establish a clear vision of how the city will develop over the coming decades.

The process of developing the Chișinău 2040 General Urban Plan is carried out through collaboration between public authorities, urban planning and architecture experts, academic institutions, and partners involved in the public information and consultation process.

Beneficiary and coordinator of the process of developing the Chișinău 2040 General Urban Plan. DGAURF ensures the institutional coordination of the project, monitors its implementation, and facilitates dialogue between authorities, specialists, and the community.

The Chișinău 2040 General Urban Plan (PUG) is being developed through a participatory process that combines technical expertise, institutional experience, and direct community input to define the city’s development vision through 2040.
Oversight

Supervisory Group

The Supervisory Group monitors the update of the Chișinău 2040 General Urban Plan and the implementation of Contract No. 45/25 of 16 June 2025. It provides technical and methodological oversight with representatives of public administration, professional and academic communities, and civil society.
