Chișinǎu 2040 Master Plan

The PUG does not alter property rights to land or buildings. The document establishes general rules for urban development and land use. In certain situations, urban planning regulations may influence how a plot of land can be used or developed in the future, but any changes are made in accordance with current legislation and with respect for property owners’ rights.

The process of updating the General Urban Plan is open to anyone who wishes to contribute to the development of Chișinău. You can participate by attending public consultations, filling out online surveys, submitting proposals and comments, or getting involved in other consultation activities organized throughout the project. All contributions received are analyzed and taken into account in the process of developing the General Urban Plan.

The Local Urban Planning Regulations (RLU) is the document that accompanies the General Urban Plan and establishes specific rules for construction and land use. It defines what can be built in a specific area, height restrictions, setbacks from property lines, the percentage of land coverage, and other urban planning conditions.

Functional zoning is the division of a municipality’s territory into zones with specific uses, such as residential, services, commerce, industry, green spaces, public institutions, or infrastructure. This contributes to the balanced organization of the city and helps avoid conflicts between different urban functions.

The process of approving the General Urban Plan (PUG) includes preparing supporting studies, conducting public consultations on the documents, obtaining the necessary approvals from the relevant institutions, and having the draft reviewed by the Chișinău Municipal Council. The General Urban Plan enters into force after its approval by a decision of the Chisinau Municipal Council.

The process of developing the General Urban Plan is complex and unfolds over several stages, which include conducting feasibility studies, public consultations, the development of the territorial development concept, the preparation of urban planning documentation, obtaining the necessary approvals, and final approval. The estimated total duration of the process is approximately 24 months, to which the time required for review and approval may be added.

All public project documents, including feasibility studies, materials presented during public consultations, progress reports, and information regarding the stages of developing the Chișinău 2040 General Urban Plan (PUG), will be available on the project’s official platform and on the DGRAUF website. The documents will be published gradually, as they are finalized and reviewed, to ensure the transparency of the process and public access to information.

The Supervisory Group monitors transparency, legal compliance, and public participation throughout the update of the Chișinău 2040 General Urban Plan.
