In the preparation of the General Urban Plan (GUP), it is important to ensure that economic development is coordinated with housing, transport, and the city’s infrastructure.

Where can the city expand? Where is new infrastructure needed? Are there enough schools, kindergartens, and healthcare services? Where can new economic areas and jobs be created? These are the types of questions that the General Urban Plan of the Municipality of Chișinău – Chișinău 2040 General Urban Plan is intended to address. The General Urban Plan does not directly build a school, repair a pipeline, or open a business. It establishes how the city’s territory should be planned so that the development of housing, the economy, infrastructure, and public services is coordinated and integrated.

A significant part of the infrastructure that ensures the daily functioning of the Municipality of Chișinău remains out of sight. Water supply and sewerage networks, district heating, electricity, natural gas, and telecommunications form the urban infrastructure system that serves the city and supports its development. As part of the update process of the Chișinău 2040 General Urban Plan, these aspects are analysed in the Urban Infrastructure / Public Utilities Background Study, one of the three studies currently subject to Public Consultation CP-03.

Public Services Closer to People – How We Plan Chișinău Through 2040

When we talk about the development of Chișinău, we are not referring only to buildings, streets, or new neighbourhoods. A well-functioning city also requires schools, kindergartens, healthcare facilities, public transport, water supply and sewerage systems, street lighting, social services, spaces for culture and recreation, digital services, and public safety. These elements are analysed in the Public Services Background Study, prepared as part of the update process of the General Urban Plan of the Municipality of Chișinău – Chișinău 2040 General Urban Plan. The study assesses the existing infrastructure, how public services are distributed across the municipality, and the extent to which they meet the needs of the current population structure and the city’s development.
